Overview

This page provides information and data on the Government Services sector, which is one component of the Government industry, and includes a range of functions performed by the Public Sector workforce.

Employees in the Government Services sector work in a range of roles in federal and state/territory governments, as well as in the judiciary, statutory bodies and state-owned corporations.

Training trends

Training snapshot

Program enrolments and program completions in Government Services-related qualifications have fallen each year between 2016 and 2019, with a slight rise in 2020. There were approximately 6,770 program enrolments in 2020 and around 3,970 program completions.

The vast majority of Government Services-related qualifications were delivered at the certificate IV or above levels. Qualifications in security, investigations and fraud control, and general government services were the most popular in 2020. The most common intended occupations for Government Services-related qualifications were Inspectors and Regulatory Officers, Customer Service Manager and Office Manager.

In 2020, the majority of training was delivered by private training providers (73%), followed by TAFE institutes (26%). Enterprise providers delivered 100% of compliance and financial services training. The majority of subjects were funded through domestic fee for service (79%) and Commonwealth and state funding (21%).

New South Wales had the highest proportion of students in Government Services-related qualifications with 25%, followed by the Australian Capital Territory with 21%, Queensland with 15% and Victoria with 15%.

More than a third of all training was delivered in the Australian Capital Territory (36%), followed by Queensland (23%) and New South Wales (17%).

Apprentice and trainee commencements in Government Services-related qualifications declined overall between 2011 and 2020, with peaks in 2012 and 2019. Apprentice and trainee completions peaked in 2013 and 2020. There were approximately 630 commencements in 2020 and around 650 completions. In 2020, the most common intended occupations for apprentices and trainees in this sector were Customer Service Manager, followed by Inspectors and Regulatory Officers, and General Clerk. The majority of apprentices and trainees were reported by the Australian Capital Territory (80%).

Data covers a range of selected student and training characteristics in the following categories and years:

  • 2016 to 2020 program enrolments
  • 2016 to 2020 program completions.

Total VET students and courses data is reported for the calendar year. Program enrolments are the qualifications, courses and skill-sets in which students are enrolled in a given period. For students enrolled in multiple programs, all programs are counted. Program completion indicates that a student has completed a structured and integrated program of education or training. Location data uses student residence. Subject enrolment is registration of a student at a training delivery location for the purpose of undertaking a module, unit of competency or subject. Low counts (less than 5) are not reported to protect client confidentiality.

Percentages are rounded to one decimal place. This can lead to situations where the total sum of proportions in a chart may not add up to exactly 100%.

PSP Public Services Training Package apprentice and trainee data has been extracted from the National Apprentice and Trainee Collection, including:

  • 2011 to 2020 commencements
  • 2011 to 2020 completions
  • apprentices and trainees in-training October to December 2020 collection, by qualification and state and territory of data submitter.
