The 39th meeting of the Australian Industry and Skills Committee (AISC) was held on 21 July 2021.

VET Reform update

The Committee received an overview of discussions from the recent Transition Advisory Group (TAG) meetings which are focused on providing advice to Skills Ministers on transition and implementation to the new industry engagement arrangements.

Training packages:

Transition approach

The Committee discussed key risks and mitigation strategies for maintaining the national training system, including training product development and approval processes while new industry engagement arrangements are established.

Potential identified risks include:

• poorly managed handover of incomplete training products, hampering timely completion

• industry stops reviewing training products during the transition period

• loss of training product expertise/capability from the system over the short term.

Case for Endorsement – New

The Committee considered the following ten new Cases for Endorsement across ten Industry Reference Committees (IRCs) for referral to Skills Ministers:

Construction, Plumbing and Services IRC

CPC Construction, Plumbing and Services – Prepare to Work safely in the Construction Industry (White Card)

The Case for Endorsement includes:

• 1 updated unit of competency

Not approved for endorsement.

The AISC agreed to refer the case back to the Construction IRC to provide further evidence of:

• how the proposed changes respond to the findings of the ASQA Strategic Review of Training for the White Card for Australia’s Construction Industry

• stakeholder consultation and support.

The case is to be resubmitted to the AISC in December 2021.

Technicians Support Services IRC

HLT Health Training Package

The Case for Endorsement includes three projects:

Project A – Hospital or Health Services Pharmacy Support

• 2 updated qualifications

• 9 updated units of competency

• 14 new units of competency

Not Approved for endorsement.

The AISC agreed to refer the case back to the Technicians Support Services IRC to address concerns around:

• proposed entry requirements in the Certificate IV that do not comply with the Training Package Products Policy

• the intent and objectives of the qualification, and how proposed updates, including in relation to mandatory workplace requirements, support these.

Project B – Orthopaedic technology

• 1 new qualification

• 7 new units of competency

Approved the training products for endorsement.

Project C – Anaesthetic technology

• 1 updated qualification • 7 updated units of competency

Approved the training products for endorsement.

Community Sector and Development IRC

CHC Community Services – Community Safety Services

The Case for Endorsement includes:

• 1 new qualification

• 1 new skill set

• 1 new unit of competency

Approved the training products for endorsement.

Property Services IRC

CPP Property Services

The Case for Endorsement includes two projects:

Project A – Cleaning

• 2 updated qualifications

• 1 deleted qualification

Approved the training products for endorsement on the condition that:

• the IRC change the equivalence status to “non-equivalent” and update the Companion Volume for CPP30321 Certificate III in Cleaning Operations.

Project B – Strata Community Management

• 1 updated qualification

• 1 deleted qualification

• 40 deleted units of competency

• 5 units of competency to be transitioned to the 2012 Standards for Training Packages

Approved the training products for endorsement on the condition that:

CPPSCM3017 Work effectively in strata community management is packaged into the elective list for CPP31519 Certificate III in Real Estate Practice

• a strata specialisation stream be added to CPP5119 Diploma of Property (Agency Management), subject to the acceptance of a project plan demonstrating completion by the end of 2021.

Wholesale and Retail IRC

SIR Retail Services – Advanced Diploma in Visual Merchandising

The Case for Endorsement includes:

• 1 new qualification

• 5 new units of competency

Approved the training products for endorsement.

Sport and Recreation IRC

SIS Fitness training and aquatic instructors

The Case for Endorsement includes:

• 13 updated qualifications

• 4 updated skill sets

• 22 updated units of competency

Approved the training products for endorsement.

Tourism, Travel and Hospitality IRC

SIT – Responsible Service of Alcohol

The Case for Endorsement includes:

• 1 updated unit of competency

• 1 updated skill set

Approved the training products for endorsement and deferral of release to the national register until remaining components under review are approved at the end of 2021.

Corrections IRC

CSC Correctional Services Training Package

The Case for Endorsement includes two projects:

Project A – Trauma Informed Approach

• 1 new skill set

• 2 new units of competency

• 3 updated units of competency

Project B – Working with Cognitively Impaired Offenders

• 1 new skill set

• 1 new unit of competency

• 3 updated units of competency

Approved the training products for endorsement.

Public Safety IRC

POL Police Training Package – Protection Services and Search and Rescue

The Case for Endorsement includes two projects:

Project A – Police Protection Services

• 2 updated qualifications

• 10 updated units of competency

Project B – Search and Rescue Operations

• 2 updated qualifications

• 9 updated units of competency

Approved the training products for endorsement.

ESI Transmission, Distribution and Rail IRC

UET Electricity Supply Industry (ESI) Training Package

The Case for Endorsement includes:

• 14 updated qualifications

• 162 updated units of competency

• 14 updated skill sets

Approved the training products for endorsement.

Cases for Change

The Committee considered the following seven Cases for Change:

CPC – Construction, Plumbing and Services – Hydrogen – Plumbing/Gas

This Case for Change includes:

• 19 new units of competency

Not approved for training package development.

The AISC agreed to refer the case back to the Construction IRC for resubmission in 2022 following cross-sectoral, strategic analysis of the hydrogen workforce and related job roles and skills needs commissioned by the Department due for completion by May 2022.

Manufacturing and Engineering IRC

MEM Training Package – Additional Components for MEM Release 3.0

This Case for Change includes:

• 2 updated qualifications

• 24 updated units of competency

• 21 new units of competency

• 2 deleted units of competency

Approved to proceed to training package development subject to the IRC ensuring all relevant industry stakeholders have been consulted.

Forest Management and Harvesting IRC

FWP Forest and Wood Products - Responding and Assisting in Bushfires

This Case for Change includes:

• 17 reviewed units of competency

• 2 new units of competency

• 7 updated qualifications

Approved to proceed to training package development.

Timber and Wood Processing IRC

Timber Building Solutions IRC FWP Forest and Wood Products – Sawmilling and Timber Processing

This Case for Change includes:

• 5 updated qualifications

• 4 updated skill sets

• 48 updated units of competency

• 8 new units of competency

Approved to proceed to training package development.
